Newark Project to Receive $2.95 Million in County Measure W Funds

CITY OF NEWARK, CA — The City of Newark’s Thornton Avenue Apartments has been selected as part of Alameda County’s launch of $53 million in Measure W “Home Together” funding for permanent supportive housing projects. 

At a press conference on Wednesday, March 4, County officials announced the historic investment in ready-to-go housing developments aimed at addressing homelessness and offsetting recent federal funding reductions. Newark’s Thornton Avenue project will receive $2,925,000 in Measure W funding, including $2,375,000 for construction and $550,000 in operating support.  

In 2025, the Newark City Council approved more than $13 million in local funding and land contributions to advance the project. Newark’s Thornton Avenue Apartments was selected in this first round due to its advanced planning, strong local investment, and commitment to serving residents most in need. 

“This investment reflects what strong local partnerships can accomplish. We are grateful to Alameda County, our state partners, and Satellite Affordable Housing Associates for their continued support and investment in the Newark community. Together, we are creating housing opportunities that strengthen families, provide stability for our most vulnerable residents, and ensure Newark remains a place where people of all income levels can live and thrive,” said Mayor Michael K. Hannon.  

The Thornton Avenue Apartments, developed by Satellite Affordable Housing Associates (SAHA) on City-owned land, will provide 59 affordable homes for working-class households, with a preference for those who live or work in Newark. Half of the homes will offer two- and three-bedroom units, making it Newark’s first affordable community designed specifically for larger families. 

“SAHA is honored to be working with the City Newark and Alameda County to bring affordable, stable and beautiful homes to 59 households. We believe that affordable housing is the building block for a better life and are thrilled to be one step closer to breaking ground,” said Susan Friedland, Chief Executive Officer of SAHA. 

The nearly $3 million County Award will reserve up to 13 homes at Thornton Avenue for households exiting or at risk of homelessness and will include wrap-around supportive services to promote long-term stability. Permanent supportive housing is widely recognized as one of the most effective strategies for reducing chronic homelessness.

Multigenerational projects like this help our children, caregivers, and elders to have a safe, stable place to live in the Newark community they call home.  I’m proud to partner with SAHA and the City of Newark to provide supportive housing opportunities that make District 2 a healthy and thriving region,” said Supervisor Elisa Márquez.

If the remaining financing is secured, construction on the Thornton Avenue Apartments could begin in early 2027.
