The City's adopted biennial budget for 2026-2028 recognized that:

• While economic uncertainty, geopolitical instability, and inflationary pressures continue to present challenges, the 2026-2028 Biennial Budget and Five-Year Capital Improvement Program position the City to continue delivering core services, advancing critical infrastructure investments, and maintaining prudent financial stewardship.

• The budget reflects the City's commitment to balancing the City Council priorities, emerging community needs, operational sustainability, and long-term fiscal resilience while continuing to provide high-quality services to the Newark community through conservative and strategic financial planning.
