The City of Newark is updating the Parks, Recreation & Open Space Element — the chapter of its General Plan that guides how the city plans and invests in parks, recreation, trails, and open spaces.

Why are We Updating the Parks, Recreation & Open Space Element?

State law — Senate Bill 1425 (SB 1425) — requires California cities to update their Parks, Recreation & Open Space Elements to address three specific topics. Newark’s update will cover all three:

• Equitable access. Every resident should have safe, convenient access to quality parks and open spaces, regardless of where they live in the city. The update will examine where gaps exist and set policies to close them.
• Climate resilience. Parks and open spaces help communities adapt to hotter summers, flooding, and other climate impacts. The update will identify how Newark’s green spaces can cool neighborhoods and protect residents.
• Natural areas and rewilding. Newark is home to unique landscapes, including baylands and wetlands with significant ecological value. The update will explore opportunities to restore and expand natural habitats across the city.

The update will run through the end of 2026.

• Spring - Summer 2026: Community outreach and technical analysis
• Fall 2026: Public Draft of the updated Element released for community review
• Fall / Winter 2026: Planning Commission and City Council hearings
