The applicant, Amin Adil Qazi, is proposing a remodel of an existing commercial building to a mixed-use building with retail on the ground floor and five residential units on the second floor. The project also includes new on-site improvements such as a new driveway, parking, bicycle parking, walkways, trash enclosure, fencing, and landscaping. The project site has a General Plan designation of Commercial Mixed Use and is zoned Commercial Mixed Use with the Old Town Overlay District (CMU-OT). The project requires Design Review and a Minor Use Permit for additional fence height.

The applicant, RW Investments Newark, LLC proposes to demolish all existing buildings and site improvements and construct 1,000 residential units (20% of the units would be units affordable to low-income households) within three buildings that would each wrap around a parking structure and associated improvements. Two buildings would be four stories and one building would be five stories. Two buildings would include approximately 10,000 sq. ft. of ground-level retail space. The property has a General Plan designation of Regional Commercial, is located within the Newpark Place Specific Plan area, and is zoned RC (Regional Commercial). The project requires a Design Review and Tentative Map approval.

The applicant, Lewis Management Corp., proposes a 274-unit gated, market-rate rental residential development on approximately 19 acres of vacant land located at 39399 Cherry Street within the Ohlone College Newark Center campus. The project includes 166 units within 83 two-story townhome duplex buildings and 108 units within 18 three-story, six-unit townhome buildings, along with four common area buildings and associated site improvements.
The project site is located within Area 3, Sub Area F of the Newark Areas 3 and 4 Specific Plan and is currently designated Public Institutional in the General Plan and zoned Public Facilities. The project requires a General Plan amendment to Medium Density Residential; a Specific Plan amendment to increase the residential holding capacity, allow residential uses in Sub Area F, and permit the project as proposed; rezoning to Residential Medium Density (RM); a Minor Use Permit to allow building heights exceeding 35 feet; Design Review approval; and approval of a Tentative Tract Map. Environmental analysis for the project is required and is currently underway.
Project Number: DR2025-001, MUP2025-001

The applicant, Vince Rivero, is proposing an expansion of the existing Isla Restaurant. The expansion would include a 952-square-foot kitchen addition and a 4,626-square-foot expansion for new dining space, an outdoor patio, and a new front entry. Additional improvements will include upgraded building facades and a reconfiguration of the existing parking layout. The project site is zoned Community Commercial and has a General Plan designation of Community Commercial. The project requires a Design Review and Minor Use Permit.

Approved Projects
Project Number: P2020-002, RZ2020-003, DR2020-006
Location: 7400-7550 Mowry Ave

Status: Approved by City Council on December 11, 2025
The applicant, Mowry Project Owner LLC, plans to demolish the existing auto dismantling yard (Pick N’ Pull), remediate the site, and develop 196 single-family detached homes, 30 affordable housing units (including 10 Very Low-Income and 20 Low-Income), along with related onsite improvements. The project would also include off-site improvements along Mowry Avenue. The site is located in the Area 3 & 4 Specific Plan area. The proposed project would require approval of entitlements, including a change to the General Plan land use designation from Low Density Residential to Residential High Density, and an amendment to the Area 3 & 4 Specific Plan.
The project would need to rezone the project site from Park to RS-6000 and RH: Residential Single-Family and High Density Residential with Planned Unit Development Overlay (PD-RS-6000/RH). A General Plan land use map change will also be needed to accommodate the affordable housing site density. Other entitlements also needed would be a Vesting Tentative Map, Alternate Means of Compliance and Design Review.
The project was considered a “Project” per CEQA guidelines and an EIR is underway. The project documents can be viewed on the Projects Under Environmental Review Page.
Project Number: DR2024-005, AMUP2024-001
Location: 38325 Cedar Boulevard

Status: Approved by Planning Commission on December 9, 2025
The applicant, TJ Construction, is proposing a new addition to the existing church building. The new addition would consist of an approximately 748 square foot lobby, 306 square foot covered entry porch, and interior improvements. The seating capacity of the church would increase from 214 seats to 320 seats. The project site is zoned Residential Single Family (RS) and has a General Plan designation of Low Density Residential. The project requires Design Review and an Amendment to the approved Conditional Use Permit to allow for an increase in seating capacity.

The applicant, Ryan Marshall, is proposing a new industrial building. The project includes the demolition of all existing buildings and site conditions to allow for a new industrial building and on-site improvements which includes, but is not limited to, parking, fencing, trash enclosure, landscaping, and open space. The new industrial building would be ≈315,390 square feet, including ≈33,806 square feet of office space and ≈281,584 square feet of industrial space. The design of the new industrial building would be a contemporary style design consisting of high-quality tilt-up concrete with metal panel accents. The project would merge four existing parcels into one parcel. The project site is zoned GI: General Industrial and has a General Plan designation of General Industrial. The project requires Design Review, Conditional Use Permit, and Minor Use Permit approval by the Planning Commission.

Project Number: DR2022-003

The applicant and property owner, Kishore Polakala, is proposing a residential development located on Thornton Avenue, mainly between Mulberry Street and Olive Street. The project will consist of two buildings with 88 condo units, including 13 affordable housing units. The project will have a Spanish-mission architectural style and is within the Old Town Newark Specific Plan area. Building A, which is to be located on Lot 1, is a four-story mixed-use building with a footprint of 35,800 square feet to be comprised of 60 multi-family units. Building B, which is to be located on Lot 2, would have essentially the same architectural style as Building A and would utilize the same color palette, with alternating colors for each bay. There would be 28 units in Building B in addition to a single 1,620 sq. ft. retail space. This building would also be four-five stories, with a maximum height of 62 feet. Amenities, mainly located in Building A, would include a barbeque area, synthetic turf recreation area, pickleball court, and patio seating.

The applicant/property owner, Rajesh Rao, proposes to demolish the existing single-story residence and detached garage, and construct eight for-sale condominiums with new landscaping, open space areas, a private driveway, and guest parking on the property located at 36952 Mulberry St. The property is zoned RM-OT (Residential Medium Density with the Old Town Overlay District). The proposed project would merge two existing lots to create a 0.46-acre lot. The project requires Design Review approval by the Planning Commission.

The applicant, Robson Homes LLC, proposes to demolish the existing buildings currently occupied by automotive and storage uses and construct 118 residential units composed of single family residences and two-unit attached townhomes (duets) on a 7.76-acre site located at 38288-38594 Cedar Blvd. The site would be subdivided to create 124 lots including six common and 118 residential lots. The project would include landscaping and open space areas, a new private street, and on-site and off-site improvements. The property is zoned RM (Residential Medium Density District). The project requires a Planned Development and Zoning Amendment to allow various zoning deviations, Design Review, Minor Use Permit to allow the proposed 18 foot fence height adjacent to Highway I-880, and a Vesting Tentative Subdivision Map. The City Council approved the project on May 25, 2023.

Project Number: DR2023-003, MUP2023-018

The applicant, Satellite Affordable Housing Associates, proposes to demolish the existing buildings and site improvements and construct a 5-story apartment building with 59 affordable units (including one manager's unit) and various site improvements. The building will include a mix of one-, two-, and three-bedroom units, 42 parking stalls provided through a puzzle lift parking system, a central courtyard, and other residential amenities. The project site has a General Plan designation of High-Density Residential and is zoned RH (Residential High Density). The entitlements approved include Design Review, a Tentative Parcel Map review to merge three parcels into one parcel, Minor Use Permit to allow a building height over 35 feet, and a State Density Bonus.
