The City of Newark is now accepting ADU applications for pre-approval! Homeowners should check back soon to find pre-approved ADU plans.
In accordance with AB 1332, the City of Newark has developed a Pre-Approved ADU Program and is now accepting applications from Design Professionals (designers, architects, builders, and other qualified professionals) for pre-approval of detached ADUs. This program offers homeowners a cost-effective pathway to building a detached ADU.
The Planning and Building Inspection Divisions will review ADU applications for pre-approval and, if approved, will post the pre-approved ADU plans on the Plan Gallery on this website. Homeowners may then select from the pre-approved ADU plans to use to submit for the Site-Specific Review. Homeowners should check back soon to find pre-approved plans.
Benefits of the Pre-Approved ADU Program
Homeowners
Homeowners can save time and reduce uncertainty by using pre-approved ADU plans already approved by the City. Homeowners may browse and select one of the pre-approved ADU plans from the Plan Gallery that best fits their needs without having to pay for extensive custom design.
Design Professionals
For Design Professionals (designers, architects, builders, and other qualified professionals), submitting plans for pre-approval is a great way to find future clients and move ADU applications quickly and smoothly through the permitting process. Designers may submit a variety of plans for pre-approval to provide interested homeowners with a range of options.

Pre-approved ADU plans may be used anywhere in Newark where ADUs are allowed, including parcels zoned for single-family or multi-family residential use. Property owners should be aware that the placement of an ADU may be impacted by complexities such as identifying easements (e.g., access easements or utility easements).
