Project Overview:

The City of Newark is beginning work on the Four Corners Specific Plan, focused on the area around Newark Boulevard and Jarvis Avenue between the Lake‑Rosemont and Mirabeau neighborhoods. The City committed to this long-range planning effort as part of Program H2.3 of the City’s 2023–2031 Housing Element and will establish a long-term vision and development framework for the area.

  • Program H2.3: Facilitate market‑rate and affordable housing and promote neighborhood revitalization in the Four Corners area through increased mixed‑use development and walkability.

The Specific Plan will establish a vision, policies, and development and design standards to guide future housing, mixed-use and commercial development, neighborhood revitalization, walkability, and transit-supportive growth. Due to the Plan area’s location within one half‑mile of the planned Ardenwood Capitol Corridor station, included as part of the South Bay Connect Project, and the planned California State Route 84 Intermodal Bus Facility, the Specific Plan will also consider the area’s proximity to planned regional transit improvements and include transit-oriented development policies.

Status: 

The project is in its early stages. The City is inviting qualified firms to submit proposals to prepare the Four Corners Specific Plan. Proposals are due at 5:00 pm on Wednesday, March 18, 2026. Information on the RFP and the full RFP can be found here.

Next Steps:

  • Proposal Review in mid to late March 
  • City Council Contract Award in April
  • Project Kick-Off: late April to early May
