The mission of the Human Resources Department is to empower City employees to achieve excellence in public service, thereby making a positive difference for the larger community. Through innovative Human Resources practices and fostering a culture of engagement, safety, and professionalism, we strive to maximize individual and organizational performance.
The department’s functions include Recruitment and Retention, Classification and Compensation, Employee and Labor Relations, Employee Engagement, Well-Being and Development, Benefits Administration, Risk Management, Workers’ Compensation, and Safety Programs. The Human Resources Department ensures compliance with employer regulations and obligations as it protects the rights of the individual to fair and equitable treatment in all aspects of employment.

Human Resources Director
Brittney Frye
Ms. Brittney Frye brings over 15 years of public sector leadership experience, with more than a decade specializing in human resources, labor relations, and workforce transformation. In her prior role as the Director of Human Resources for the City of Hayward, where she has led major initiatives to modernize HR practices, enhance employee engagement, negotiate multiple labor agreements, and implement workforce retention strategies. She has also held executive HR leadership roles at First 5 Alameda County and the Alameda County Fire Department.
Ms. Frye currently serves on the Board of Directors for the Northern California Human Resources Directors Association (NORCAL HR Directors), where she collaborates with HR executives across the region to advance public sector human resources practices.
Ms. Frye holds a Bachelor of Arts degree in Leadership and Organizational Studies from Saint Mary’s College, is a Senior Certified Professional through the Society for Human Resources Management (SHRM-SCP) and holds a Labor Relations Master Certification (CLRM) from the California Public Employers Labor Relations Association (CALPELRA).
