Carry Concealed Weapon License
A Carry Concealed Weapon (CCW) license authorizes a private person to carry a concealed firearm in public. The Chief of Police is authorized to issue CCW licenses to City residents who qualify under California law.
All CCW licensees acknowledge and understand the licensee is responsible for all liability for, injury to, or death of any person, or damage to any property that may result through any act or omission of either the licensee or the agency that issued the license. In the event any claim, suit, or action is brought against the agency that issued the license, its chief officer or any of its employees, the licensee shall defend, indemnify, and hold harmless the Newark Police Department and the City of Newark, its chief officers or any of its employees from such claim, suit, or action.
General Information
Attention all current CCW license holders with valid permits issued by the Alameda County Sheriff's Office (ACSO):
If you wish to renew your valid ACSO-issued CCW license, you must submit your renewal application directly to the Alameda County Sheriff's Office. The Newark Police Department cannot process renewals for permits originally issued by ACSO.
However, if you would like to apply for a new CCW license through the Newark Police Department, you will need to apply as an initial applicant and follow the requirements of the initial application process.

All applicants are subjected to the requirements below, which are divided into two (2) phases. Applicants are encouraged to review information within the phases, as specific details are provided relating to the completion of each condition.
For those applicants who successfully pass the psychological examination, an email will be sent advising them to attend the mandated 16-hour training course. A list of Newark PD approved vendors will be provided at that time. The vendors can also complete the CCW qualification for each firearm desired to be listed on their CCW. The applicant will pay the vendors fees directly to the vendor.
Non-California Resident CCW Applicants:
Effective April 22, 2025, individuals who reside outside of California may be eligible to apply for a California Concealed Carry Weapon (CCW) license pursuant to a federal court order. Nonresident applicants must meet specific eligibility criteria, including membership in one of four qualified Second Amendment organizations.
