PURPOSE
As identified in the Parks Master Plan Update, these projects consist of replacing and installing modernized playgrounds at Birch Grove, Jerry Raber Ash Street, Mirabeau, and Newark Community Parks.
STATUS
City Council approved these projects in November 2025. Birch Grove, Jerry Raber Ash Street, and Mirabeau Parks are currently being advertised for construction bidding.

PURPOSE
Federal and State laws require trains to sound their horns at roadway crossings. The laws provide the establishment of Quiet Zones under certain circumstances to eliminate or modify the hours when trains use their horns. The purpose of this project is to design and construct safety improvements at selected crossing locations to pursue and effectuate Quiet Zone designations and improve the livelihood of our residents.
STATUS
Based on consultant recommendations and concurrence from City Council, the following crossing locations are included in the City’s efforts to establish Quiet Zones: Jarvis Avenue, Haley Street, Mayhews Landing Road, Thornton Avenue, Carter Avenue, Cedar Boulevard, Cherry Street, and Sycamore Street. The City is currently in the planning and preliminary design state of crossing improvements necessary to start the Quiet Zone determination process. The City conducted required diagnostic meetings at each of the crossing locations and received comments on the conceptual design plans.
City Council provided direction to add the crossing at Central Avenue as part of this Quiet Zone project. The City is currently working to set up a diagnostic meeting at this location.
Staff is working with Union Pacific Railroad on execution of a Preliminary Engineering Reimbursement Agreement.

PURPOSE
As part of the City’s efforts to improve safety and extend the life of its sidewalks and streets, this program conducts annual repairs and reconstruction efforts on pedestrian ramps, curbs and sidewalk, pavement and pavement striping. This program also includes striping improvements near Coyote Hills Elementary School that were identified as part of the Alameda County Transportation Commission Safe Routes to School Program.
STATUS
Construction contracts have been awarded to various contractors and patch paving repairs have been completed. Slurry work is scheduled for 2026.

PURPOSE
This project will invest in our streets with new pavement and striping on Thornton Avenue between I-880 and Olive Street (Phase 1) and between Ash St. to Spruce St. (Phase 2).
STATUS
In preparation of this Project, the City continues to coordinate with Alameda County Water District to ensure they complete their pipeline replacement project in Thornton in a timely manner. The City is currently working on finalizing the design plans.

PURPOSE
As identified in the Old Town Specific Plan to help revitalize the Old Town Priority Development Area, this project will invest in improving access, safety and connectivity for pedestrians, bicyclists and transit users by improving the streetscape of Thornton Avenue between Ash Street and Olive Street. Improvements include narrowing streets, adding bike lanes, expanding sidewalks, adding seating, improving lighting and landscaping, and adding public artwork.
STATUS
The City is currently working on complying with the National Environmental Policy Act requirements for a historic resource evaluation, conducting geotechnical investigations, coordinating with Union Pacific Railroad, coordinating with Alameda County Water District on water pipeline improvements within the project area, and completing the design plans.

PURPOSE
The Project will construct a four-lane grade separation (overpass) at the Central Avenue and Union Pacific Railroad Crossing between Sycamore Street and Morton Avenue. This project provides a east-west route through the City of Newark and also serves as a bypass for regional traffic using Route 84 and Interstate 880 to traverse the Dumbarton Bridge corridor.
STATUS
Due to significant funding shortfall and reduced need for this project, this project has been stopped. City staff is exploring options to reallocate funding to other high priority transportation projects.

PURPOSE
As identified in the 2024 Facilities Master Plan, this project consists of preliminary planning efforts (such as site assessments, environmental review, and preliminary design) for the reconstruction of Fire Station #27 located at Cherry Street and Mowry Avenue, and the reconstruction of Fire Station #29 located at Ruschin Drive and Newark Boulevard.
