Quiet Zones

quiet zonesPURPOSE

Federal and State laws require trains to sound their horns at roadway crossings. The laws provide the establishment of Quiet Zones under certain circumstances to eliminate or modify the hours when trains use their horns. The purpose of this project is to design and construct safety improvements at selected crossing locations to pursue and effectuate Quiet Zone designations and improve the livelihood of our residents.

STATUS

Based on consultant recommendations and concurrence from City Council, the following crossing locations are included in the City’s efforts to establish Quiet Zones: Jarvis Avenue, Haley Street, Mayhews Landing Road, Thornton Avenue, Carter Avenue, Cedar Boulevard, Cherry Street, and Sycamore Street. The City is currently in the planning and preliminary design state of crossing improvements necessary to start the Quiet Zone determination process. The City recently executed necessary agreements with Union Pacific Railroad and conducted required diagnostic meetings at each of the crossing locations.

Annual Sidewalk and Roadway Improvements (Pedestrian Ramps; Curb & Sidewalk; Striping; Slurry Seal)

As part of the City’s efforts to improve safety and extend the life of its sidewalks and streets, this program conducts annual repairs and reconstruction efforts on pedestrian ramps, curbs and sidewalk, pavement and pavement striping. This program also includes striping improvements near Coyote Hills Elementary School that were identified as part of the Alameda County Transportation Commission Safe Routes to School Program.

STATUS
Construction contracts have been awarded to various contractors and patch paving repairs have started.

ESTIMATED COSTS

  • Annual curb, gutter and sidewalk: $400k ($400k budgeted for Fiscal Year 2026)
  • Annual street asphalt concrete overlay: $4M ($4M budgeted for Fiscal Year 2026)
  • Annual citywide accessible pedestrian ramps: $75k ($75k budgeted for Fiscal Year 2026)
  • Annual thermoplastic street striping: $25k ($25k budgeted for Fiscal Year 2026)

Thornton Avenue Overlay Phase 1 (I-880 to Olive St.) and Phase 2 (Ash St. to Spruce St.)

This project will invest in our streets with new pavement and striping on Thornton Avenue between I-880 and Olive Street (Phase 1) and between Ash St. to Spruce St. (Phase 2).

STATUS
In preparation of this Project, the City continues to coordinate with Alameda County Water District to ensure they complete their pipeline replacement project in Thornton in a timely manner. The City is currently working on the design plans.

ESTIMATED COSTS
Total estimated program costs: $7M ($4M budgeted for Fiscal Year 2026; remaining currently unbudgeted)

Old Town Streetscape

PURPOSE
As identified in the Old Town Specific Plan to help revitalize the Old Town Priority Development Area, this project will invest in improving access, safety and connectivity for pedestrians, bicyclists and transit users by improving the streetscape of Thornton Avenue between Ash Street and Olive Street. Improvements include narrowing streets, adding bike lanes, expanding sidewalks, adding seating, improving lighting and landscaping, and adding public artwork.

 

STATUS
The City is currently working on complying with the National Environmental Policy Act requirements for a historic resource evaluation, conducting geotechnical investigations, coordinating with Union Pacific Railroad, coordinating with Alameda County Water District on water pipeline improvements within the project area, and completing the 90% design plans.

 

ESTIMATED COSTS
Total estimated program costs: $15M-$20M ($0.5M budgeted for Fiscal Year 2025 for design; remaining currently unbudgeted)

Central Avenue Grade Separation

central avenue grade separationPURPOSE
The Project will construct a four-lane grade separation (overpass) at the Central Avenue and Union Pacific Railroad Crossing between Sycamore Street and Morton Avenue. This project will relieve traffic congestion by constructing Central Avenue as a bridge over the Union Pacific railroad. Central Avenue provides a east-west route through the City of Newark and also serves as a bypass for regional traffic using Route 84 and Interstate 880 to traverse the Dumbarton Bridge corridor.

STATUS
The City had been coordinating with Union Pacific Railroad and affected utility owners, preparing design plans, and coordinating with adjacent property owners to provide required right-of-way needed for this project.

 

ESTIMATED COSTS
Total estimated program costs: $93M (in 2025 dollars) or approximately $123M (in 2031 dollars)

Reconstruct Fire Stations #27 and #29 - Preliminary Planning

PURPOSE

As identified in the 2024 Facilities Master Plan, this project consists of preliminary planning efforts (such as site assessments, environmental review, and preliminary design) for the reconstruction of Fire Station #27 located at Cherry Street and Mowry Avenue, and the reconstruction of Fire Station #29 located at Ruschin Drive and Newark Boulevard.

STATUS

The City issued a Request for Proposals to secure a project management consultant.  The City will seek City Council approval of the consultant, establish a project schedule, determine potential funding sources for final design and construction, and start the preliminary planning efforts.

ESTIMATED COSTS

Estimated preliminary planning costs: $3.5M

Estimated total project costs: $50M - $60M
