On behalf of the City of Newark’s Recreation and Community Services Department, we welcome you and your child to our PRESCHOOL and Licensed Child Care Program.  Since opening in 1989, it has been our goal to provide a safe and caring learning environment for preschool children, 3-5 years of age.

We hope that we establish a mutually beneficial relationship with you and your child that will enhance their growth and development while providing you peace of mind when your child is in our care.

It is the goal of our Preschool and Child Care Program to provide an environment that allows opportunities for children to develop their creativity, make friends, and prepare for the school years ahead.  Individual and group activities are provided to encourage social, emotional, physical, and intellectual growth.  These activities are designed to meet the developmental needs of each child and include: art, music and movement, stories, science, dramatic play, blocks, cooking, outside play, and field trips/community visits.

Our teachers strive to provide a rich environment that includes developmentally appropriate materials that both support and challenge your child’s abilities.  Playful, hands-on activities are planned that encourage creativity and the mastering of new skills.  We believe that it is important to facilitate growth in all aspects of a child’s development to ensure a healthy self-concept.

Our program is licensed by the State of California Community Care Licensing and complies with Title 22 regulations which establish facility requirements, fire clearance, staffing ratios, criminal record clearances, fingerprint clearances as well as staff education and experience requirements.

Throughout the academic school year, Community Care Licensing may visit our Center, at any time, during normal hours of operation. Community Care Licensing has the authority to interview children or staff without prior consent. The Recreation Department shall ensure that provisions are made for private interviews with any child(ren) or staff members.

Newark Recreation & Community Services Department takes pride in the ability to hire and retain quality staff. College courses and experience are prerequisites to become a qualified Child Care Instructor. All staff members have current CPR, and First Aid certifications including Mandated Reporter Training. Licensing requirements are viewed as minimum standards; our staff are encouraged to continue college classes and are given opportunities to attend trainings, workshops, and professional conferences/seminars. Although their teaching styles may differ slightly, the staff of the Preschool Child Care Center follow and implement the policies as outlined in our handbook. 

Our program is licensed to provide care for children who meet the following criteria:

• 3-5 years old
• Fully potty trained in bathroom habits (no pull-ups)
• Is up-to-date on all immunizations

Enrollment Process:

• A parent or guardian must complete an online interest form through Brightwheel
• Staff responds within 5 business days and schedules a tour of the facility
• Complete & submit the enrollment packet (provided after tour)
• Submit application fee of $75/child (non-refundable)

Parents are responsible for informing the Recreation Coordinator of any changes to the information provided at anytime during enrollment.

Weekly Fee: $245

There are no adjustments in the weekly childcare payments for absences or non-participation, including holidays and staff development days. Your weekly fee covers our direct operating expenses (i.e., staffing, snacks, materials, activity fees, etc.). When you enroll your child, you are reserving space, time, staffing, and provisions whether or not they attend.

The child care payment programs (CAPP, CalWORKs Stage One, 2, 3, and Foster Care) are designed to provide full or partial reimbursement of child care services on behalf of eligible families.

The goal of these programs are to assist and promote the health, growth, care, development and education of children in Alameda County by providing child care, while the children’s parents continue their employment, education, welfare-to-work activities, or other need for services such as seeking employment, seeking permanent housing, incapacitation or child protective services.

Eligibility is based on income and need for child care services. The current available programs are CalWORKs Stage One, 2, and 3 and Alternative Payment. The state and Alameda County contract with 4Cs to administer these programs in our community.

Our amazing staff can help you find licensed family child care home programs, child care centers, and regulated care (exempt from needing a license). We can also provide one-on-one support if you have a child with special needs.

There are a variety of child care alternative payment programs (CAPP, CalWORKs Stage 1, 2, 3 and Foster Care) available to help eligible families pay for child care.
