The Newark Recreation & Community Services Department has partnered with 4Cs of Alameda County and Hively as a provider to accept payment assistance for those attending our Child Care Program.

The child care payment programs (CAPP, CalWORKs Stage One, 2, 3, and Foster Care) are designed to provide full or partial reimbursement of child care services on behalf of eligible families.
The goal of these programs are to assist and promote the health, growth, care, development and education of children in Alameda County by providing child care, while the children’s parents continue their employment, education, welfare-to-work activities, or other need for services such as seeking employment, seeking permanent housing, incapacitation or child protective services.
Eligibility is based on income and need for child care services. The current available programs are CalWORKs Stage One, 2, and 3 and Alternative Payment. The state and Alameda County contract with 4Cs to administer these programs in our community.

Need help finding child care? Hively assists families seeking child care by providing free child care referrals and information on available child care options in the Tri-Valley cities of Newark, Fremont, Dublin, Livermore, Pleasanton and Sunol. Utilizing our extensive database of licensed child care providers in Alameda County, our expert staff can help you find the right early care and education setting to meet your child’s needs.
Our amazing staff can help you find licensed family child care home programs, child care centers, and regulated care (exempt from needing a license). We can also provide one-on-one support if you have a child with special needs.
There are a variety of child care alternative payment programs (CAPP, CalWORKs Stage 1, 2, 3 and Foster Care) available to help eligible families pay for child care. The goal of these programs is to ensure that parents have the care they need for their children while they are working, seeking employment, continuing their education, participating in welfare-to-work activities, or seeking other services like permanent housing. Parent eligibility is based on income and need.
