The Public Art Program is guided by the Public Art Master Plan , which establishes a long-term vision for Newark where all residents and visitors in Newark experience public art as part of their daily lives, throughout all neighborhoods, celebrating the city’s history, people, natural environment, and culture. By incorporating art into both public and private developments, the City of Newark fosters a unique sense of community identity, enhances the city’s aesthetic quality, and supports a vibrant and welcoming business environment.

By having a strong and diverse public art presence, Newark can differentiate itself from neighboring communities and create a unique sense of place and identity. Public art can drive tourism and encourage people to explore and experience the culture and art offerings across the city. Additionally, by supporting artists, cultural organizations, and businesses, Newark can further strengthen its economy and provide valuable opportunities for growth and development.  

For applicants, understanding the City’s public art requirements is an important part of the development process. The City of Newark’s Public Art requirement provides applicants with options for compliance, including the installation of public art on-site or payment of an in-lieu fee. 

Our City Council approved Public Art Guidelines and FAQ's are intended to clarify compliance options, project, eligibility, and review process to ensure the project successfully meets the standards set forth in Chapter 12.36  of the Newark Municipal Code.  In accordance with Ordinance No. 564 , which established Chapter 2.14 of the Newark Municipal Code the  Public Art Committee(PAC) serves as the official advisory body to the City on all matters pertaining to public art. The PAC is comprised of residents, local art professionals, and a high school student representative who work together to:

• Establish Curatorial Goals: Define the mission and programmatic goals for Newark’s public art collection.
• Select Artists and Artworks:  Oversee artist selection for City-sponsored public art projects while reviewing proposed artwork associated with private development to ensure compliance with the Public Art in Public Places requirements outlined Chapter 12.36 of the Newark Municipal Code.
• Plan for the Future: Develop and update a Public Art Workplan that outlines specific projects, locations, and proposed budgets.
• Advocate for the Arts: Gather community input and enhance public awareness of local art resources.

The PAC meet a minimum of twice per year (meeting, agenda and minutes)

Each design reflects the creativity of its artist while contributing to a stronger sense of place and community pride.
